I would do it the following way:
Weeks 1-2 go +200-250 calories
Weeks 2-X go +500 calories
When you end the bulk cut 400 calories for the first week then cut another 250-300 and up your cardio.

I don't really know anything about keto but I do understand the BASIC principles of bulking. I'm almost certain keto is low or no carb. I don't think that keto might be a good option during a bulk. Eating more carbs is part of most traditional bulks. Thats how I was very very very successful with my first bulk and cut. Mass came easy, sure the fat came at the expected ratio but thats why its a bulk.

i dont see how this is possible, ketones burn fat.. so unless you have an extreme excess in cals i dont know how it would happen..

I met dave today and he said u dont need alot of carbs in to gain mass..

you dont OX takes in like 300 a day during his offseason... just for wo energy

so im assume i just need a 1-1.5g per pound? bc i eat alot of carbs
