Everyone trains, grows, and benefits differently. That is just one of im sure very many training routines that was used throughout his years.

I've actually used this routine before, and it's quite good for mass building. the point of having 3 sets is to maximize intensity, allowing as much weight to be used as possible with good form.

It's a nice, short and sweet routine.

A routine is simply a routine. It's your effort and attitude that will decide if it works or not. Yes, certain routines can make a bit of difference, but just go out there and lift. Don't overthink it too much.
