Can i do upper back and lower chest twice a week? never have soreness and cant feel them right in the workout...

I'm not going to say "no you can't", but why don't you post up your workouts and let us have a look at what your doing. Doing your heavy compound movments will hit all of these areas, and if you do them with intensity, you probably won't even want to workout these areas more than once a week.

Yo thats my workout since 2 Months
Monday:
Chest/Biceps

Flat benchpress 4x8-12
Inclinebenchpress 4x8-12
Incline Flys 4x8-12

barbell curls 4x8-12
reverse grip barbell curls 4x 8-12
cable curls 3x 10

Tuesday:
Quads,Hams/calves:
Squat 4x8-12
hack squat 4x8-12
Leg press 4x8-12
Leg Curls 4x8-12

deadlifts for hams(forgot the name) 4x15
standing leg curls 4x12

some calve exercises(my calves are big)

Day Off

Back:
Pull ups or Pulldowns Wide Grip 4x8-12
Barbell rows 4x8-12
Dumbell Rows 4x8-12
Deadlift 4x8-12

Day Off

Shoulder/triceps

Side laterals 4x10-12
reverse peck deck 4x10-12
Dumbell/barbell shoulder press 4x-8-12

Triceps pushdowns (rope,triangle i alternate) 4x-8-12
Close Grip Benchpress 4x8-12
Skulls 4x8-12

For short periods of time training weak bodyparts twice per week may help as long as you feel you are recovering.

im a big believer in less is more when it comes to lifting....you dont grow in the gym...you bust your ass, tear it down, and then feed it with what it needs to grow....hitting 2 bodyparts for me personally is a waste...too much too often, with no recovery...my body would never respond...hopefully yours does.

for upperback just do 1 exercise of 1-2 sets at the end of your back workout like a close grip pulldown to isolate that area, and for lower chest just add in some weighted dips or decline bench before your flys on chest day
