This is my 2nd week of a power phase and bulking. My problem is that my barbell bench was way down today but my db bench was up. I have not changed my diet or supps if anything I have added even more clean cals. Was this just a bad outing or what?

Could have been a lot of things. Ya could have just had one of those days, maybe you got a little less rest in within the past week, etc. It's possible your DB bench was up because you did worse on the bar so your muscles weren't as tired as they normally are by the time you get to DB's. Maybe ya just need to switch something up in your routine

Well what was first? Barbell or dumbell bench? It might have been something as simple as not warming up enough before performing barbell bench. I know that for me, I need to make sure to be plenty warmed up in order to pump out some good bench.

barbell, i was thinking that could have been the problem since i am pushing more weight then i ever have before

Probably just an off day. If I'm really not focused on training and my mind is somewhere else (home, school, girlfriend...) then my weights all go down. Otherwise you could've just done some more stressful stuff pre-workout than usual? That's all I can think of.
