I know a bunch of the guys will chime in... anywhere from 12-16 weeks. It's all about timing. I am doing a test cut before my first comp to see where I peak.

Pretty well it, but I don't think there's an exact time period. You have to time it yourself. However much time you need to get ripped/cut is what you'd take. Outside of that is bulk time. Pack on as much body mass as you can in that period. It's up to you, bro.
I'm hoping to compete next june aswell and I'm going to bulk atleast till the new year. You usually need 12-16 weeks to prepare for a contest as mentioned above. Its also not a bad idea to talk to someone who competes in your area... your gym perhaps? They can probably have a look at you and see what needs to be done. More likely than not, you should be bulking right now. And no, bulking is not only getting a required amount of protein and then "whatever else" on top of it. You gotta calculate your intake and adjust when needed. Bulking's a lotta work. 3g of carbs per pound bodyweight, 1.5g protein, and 0.5g fat is a good starting point for most.
Good luck.
